NIAGARA FALLS, NEW YORK: (May 8, 2025) — Seneca Gaming Corporation announced that Kimberlee Dunlop, an attorney and longtime executive with decades of experience in Native American business and policy matters, has been named Chief Operating Officer.
An enrolled member of the Seneca Nation, Dunlop will serve in a key role on Seneca Gaming Corporation’s senior management team, focusing on the development and implementation of the company’s overall strategic plan. As Chief Operating Officer, she will lead initiatives and work directly with property General Managers to help maintain optimal overall business efficiency, and drive revenue, profitability, and growth at the company’s three properties – Seneca Niagara Resort & Casino in Niagara Falls, NY, Seneca Allegany Resort & Casino in Salamanca, NY, and Seneca Buffalo Creek Casino in Buffalo, NY.
Dunlop served as Counsel to the Seneca Gaming Corporation Board of Directors for the last five years, acting as a trusted advisor to the Board and senior management team on sensitive matters impacting the company’s operations, advising the Board on corporate governance matters, leading the Board in the development of both long-term and short-term strategic plans and ensuring that strategic and organizational goals were set, tracked, and delivered.

Dunlop has more than 20 years’ experience assisting Native Nations with the exercise of their sovereignty, including extensive experience with tribal gaming laws, regulations and governing bodies. She served as a member of the Seneca Gaming Corporation Board of Directors from 2013-2016, including roles as Corporate Secretary and a member of the Audit Committee. Prior to her most recent role with Seneca Gaming Corporation, Dunlop practiced Federal Indian Law and Public Policy in Washington, D.C. and Buffalo for almost two decades.

Dunlop graduated from Bucknell University, earned her J.D. from the University at Buffalo School of Law, and received several Executive Education Program certifications from the University of Pennsylvania Wharton School of Business. She also graduated from the Leadership Buffalo leadership development program. A native of Western New York, she is a dedicated community supporter, serving on the Board of Trustees for the Aquarium of Niagara, and volunteering her time to several other local organizations and events.
