Spectrum Gaming Group, NFC Global Announce Passing of William Kisby

HORSHAM, PA (January 13, 2025) — Spectrum Gaming Group and NFC Global today announced the passing of William Kisby, a leading global figure in the fields of due diligence, compliance and risk consulting services. He was 78 years old.

Mr. Kisby, who lived in Millsboro, DE, was CEO of Spectrum’s sister company, NFC Global of Horsham, PA. He joined NFC in 1996 and rose to become CEO in 2012. He also held the role of Senior Vice President for Investigations with Spectrum Gaming Group. He worked in more than 30 countries with Spectrum and, most prominently, was deputy project manager for Spectrum’s major regulatory and investigative engagements with Singapore’s Ministry of Home Affairs and the Casino Regulatory Authority (now the Gaming Regulatory Authority).

“I had the pleasure and privilege of working alongside Bill for nearly 50 years. His leadership and investigative skills were integral to the numerous background investigations Spectrum conducted for governmental agencies domestically, in Asia, in Latin America and elsewhere. He was a consummate professional and a true gentleman. Bill was a long-standing member of the management team at Spectrum,” said Spectrum CEO Fredric Gushin, who worked alongside Mr. Kisby on sensitive projects, first for the New Jersey Division of Gaming Enforcement and then with Spectrum.

Mr. Kisby served 26 years with the New Jersey State Police and was among the first State Troopers assigned to the state’s new gaming industry. He spent 15 years with the New Jersey Division of Gaming Enforcement’s Casino Intelligence Unit and later became Unit Supervisor of the Casino Intelligence Unit and also the New Jersey State Police South Unit, which monitors organized crime in southern New Jersey. After his retirement from the State Police, Mr. Kisby joined NFC Global in 1996 and served as CEO of NFC at the time of his passing.

Mr. Kisby also served for five years as an adjunct faculty member at Atlantic Community College’s Casino Career Institute, where he taught a course on organized crime and the casino industry to law enforcement officers from jurisdictions involved in casino gaming throughout the United States and Canada. He testified before the President’s Commission on Organized Crime regarding organized crime infiltration in the casino industry in New Jersey and as an expert on organized crime before the New Jersey Casino Control Commission.

Mr. Kisby was on the Board of Directors of the Law Enforcement Intelligence Unit Foundation from its inception in 2003 through 2010. He was a Member of the Council of International Investigators.

Mr. Kisby is survived by his beloved wife, Fran; his children, Adam and Amy; his stepchildren Jennifer and Paul; his five grandchildren and seven stepgrandchildren.
